“开辟一条绕过中国通往欧洲的路线”？印度要与中国抢生意

印度看来还放不下60多年前的失败，处处和中国比较做对。中国搞了一个“伟大倡议”，印度与中国针锋相对，也搞了一个类似的南北方国际运输通道(INSTC)。

《印度经济时报》5日在《印度开辟了一条绕过中国通往欧洲的贸易路线》一文中称，期待已久的通过伊朗的南北方国际运输通道(INSTC)已经启动。德黑兰、莫斯科和其他10个国家最近最近在新德里开会，批准运输和海关协议草案。这将为连接印度、伊朗、俄罗斯，中亚和欧洲的船 - 铁路公路运输提供法律框架。

文章称，上个月，莫迪政府在新德里主办了一个远离公众视线的INSTC协调委员会会议。除印度、伊朗和俄罗斯的高级官员外，其他10名与会者和潜在参与国的代表出席了会议。

文章称，INSTC过境和海关协议将为解决物流问题提供必要的法律框架，并促进货运通过走廊的平稳流动。目前印度货物运往欧亚大陆和欧洲的通道是通过苏伊士运河。这里的官员告诉《印度经济时报》,INSTC也可以作为东南亚国家将货物运往欧洲而不是苏伊士运河的路线，以减少成本和时间。在新德里举行的会议上，印度外交秘书苏杰生（Jaishankar）提出了一项提议，要求建立一个国家间机构，以使南北方国际运输通道开始运作。

文章称，印度、俄罗斯和伊朗在2000年9月共同设想建立一个多式联运通道，将印度洋和波斯湾连接到里海，经由伊朗、俄罗斯向北欧。随后，各中亚和东欧国家加入了该倡议。科威特现在表示有兴趣参加该走廊项目。在过去的15年里，由于对伊朗的国际制裁，该项目几乎没有取得任何进展。

《印度经济时报》还称，该项目在2018年1月中旬开始运作，印度将成为“欧亚政策的游戏规则改变者”。

中国从来不把阿三当对手，它却把自己拔高！什么事都要拉上中国说事。位于伊朗东南部阿曼湾海岸的恰巴哈尔港一期落成后，印度媒体如同打了鸡血一样；《印度快报》称，“印度将恰巴哈尔港看作是对中国在巴基斯坦援建巴达尔港的战略回应”；《印度经济时报》则称，这个位于阿曼刚的港口将成为巴基斯坦瓜达尔港的对手，“该港口为印度绕过巴基斯坦联通阿富汗和中亚打开一条新战略通道。”

印度所谓的国际南北交通走廊(INSTC)项目叫了10多年，一直没有进展，其原因在于美伊关系的恶化。即使现在，两国关系也没有改善的迹象，而且美伊在中东的较量更加激烈，比如在叙利亚、伊拉克、也门等问题上。印度网站“The Quint”3日在题为《如果印度想要恰巴哈尔港顺利运转，还必须避免美伊交火》的文章称，虽然伊朗不会直接拒绝印度的投资，因为他们需要钱，但是印度不能高兴地太早，因为其中还有美国的因素。伊朗有能力离开印度，令印度的战略联通设想泡汤。

“国际南北交通走廊”是印度版的“伟大倡议”，目的是对抗中国。国际战略要看实力和能力，印度的实力呢？能力呢？雄心壮志很丰满，无奈现实很骨感。印度尽管经济发展了，但是经济实力只有中国的四分之一。印度急需外来投资提升经济，哪里有钱用在“国际南北交通走廊”上？真是心比天高，命比纸薄。

印度没资格和中国相提并论，“伟大倡议”深得加入国的认可和尊重！只要有利于共同发展，共同收益，这离不开中国的强大资金链做后盾，印度真以为大超市旁开个小卖部就能抢生意？

没有宽阔的心怀终办不成大事，没必要把邻居视若仇敌，否则于人于己皆不利。自古以来，在这个世界上能够对抗中国的只有中国自己，只要中国人自己团结，无人能与之抗衡。

一句话，你做你的，我做我的，做好自己的。印度人的思维永远和中国联系在起。奋起直追吧，否则再过几十年中国早已绝尘而去，而印度还在为修厕所攒钱。
