去年九月哈珊(Tnuza Jamal Hassan)被当局禁止飞去阿富汗，据称她向联邦调查局供称，她打算加入恐怖组织的盖达基地组织(al-Qaida)，并与基地组织的战士结婚，也可能会配戴自杀的炸弹腰带。

哈珊供称，她对美国的海外军事行动感到愤怒，也承认她曾鼓励其他人加入”圣战行列”(join the jihad in fighting。不过由於她表示，不打算针对美国本土进行恐怖袭击，尽管她坦承了供词，仍旧被当局释放了。

四个月後，19岁的哈珊因在圣保罗市(St. Paul)，她之前所就读的大学内放了一场小火而被逮捕。检察官表示，哈珊自称这是一场圣战行为。

1月17日发生在圣凯瑟琳大学(St. Catherine University)内的火灾，并没有造成任何人员伤亡，但这起事件引起了公众讨论，就是为何她曾在几个月前便向联调局探员供称不讳，但为何并没有被得逮捕？政府当局是否有困难来识别出有危险性的恐怖分子？

现任职私人维安集团丶前联调局特工暨联合反恐特别行动小组主管的林葛尔(Jeffrey Ringel)认为，哈珊坦承希望加入盖达基地组织，也意图透过旅行到海外达成目的，除非还有其他不为人知的理由，否则依他判断哈珊应该会被捕，他认为哈珊已符合犯罪份子的元素。

当局并未谈论这起案件，也没有公布在火灾发生时，是否有对哈珊进行严密的监控。当被舆论问及是否该提早采取行动时，联调局发言人奈斯特(Jeff Van Nest)与美国司法部发言人札纳(Tasha Zerna)都表示无法讨论该案。然而反恐专家认为，哈珊在与联调局谈话後，并没有被严密监控，因为她在火灾发生前，曾失踪了好几天。

当某人被当局侦测到有暴力攻击行为时，当局会锁定其为可能二度犯罪群。近期的案例就是佛罗里达州高中校园17人死亡枪案的枪手，联调局已对错失提前调查而承认错误，因为当局在上个月已收到警告，显示枪手克鲁兹(Nikolas Cruz)正在筹画攻击。

出生於美国的哈珊，对於美国司法部指控其企图向基地组织提供物质供给支援丶对联调局和纵火说谎的罪名拒绝认罪。她另被指控纵火的重罪，因为她在一间附设有日托服务的宿舍纵火，当时建筑物内有33名儿童在场。

哈珊在去年9月19日意图前往阿富汗，并试图取道杜拜但因没有签证而被阻。当9月22日联调局探员侦讯她时，她坦承想加入基地组织和嫁给圣战士，若被择选也愿意担任自杀攻击者。她在侦讯中坦承，在去年3月时曾写信鼓励室友加入圣战行列。12月29日时哈珊和母亲被禁止前往埃塞俄比亚(Ethiopia)，当时哈珊持有她妹妹的证件。哈珊在今年1月10日被家人举报离家出走失踪，1月19日她便犯下了纵火案。
