移民改革暂摆一边 美参院达成两年预算协议

周三，美国参议院两党领袖达成维持联邦政府运作两年的预算协议，以避免政府停摆，并将移民改革法案的讨论和支出法案脱勾。

经过几个月的讨论，参院周三中午宣布两党达成2018财年及2019财年的支出法案协议，提高预算上限超过2,000亿美元，并且增加数百亿美元的救难预算。

不过，这项协议能否在众议院获得支持，目前仍不确定。保守派众议员反对增加政府预算，部分民主党众议员则要求保证梦想生不会被遣返的移民法案。

此前，据《华尔街日报》、《国会山报》(The Hill)、Politico报导，周二(2月6日)，参议院多数党领袖麦康奈尔(Mitch McConnell)和民主党领袖舒默(Charles Schumer)表示，即将完成两年预算协议。

麦康奈尔说：“我很乐观，我们即将达成协议，本周联邦政府不会再度关门。”他表示，如果一切顺利，下周将开始讨论移民改革法案。

舒默亦表示，他预计不久将达成两年支出法案协议，这项协议为国防和非国防项目提供更多的预算。

最终协议将调高这两个财年的预算上限，每年国防开支预算上调到800亿美元，非国防开支则为630亿美元，两年总计将近3,000亿美元。不过，这两个数字目前仍在讨论中，尚未定案。此外，可能纳入社区卫生中心两年预算、810亿美元的灾害重建预算，以及增加政府债务上限。

1月，参议院两党在预算和移民问题上僵持不下而导致联邦政府短暂关闭。1月22日，参议院最终通过一项临时支出法案，将联邦政府的运行维持到本周四(2月8日)。

周二晚上，众议院以245票对182票通过临时开支法案，维持联邦政府运营到3月23日，并为五角大楼提供2018财年剩下的八个月的预算。这项法案已送到参议院。

对于这个可以维持联邦政府运作两年的协议，舒默说，虽然仍有些“悬而未决的问题”，但强调“非常有希望”达成协议。

舒默所说的问题之一来自民主党议员。民主党国会议员助手表示，这项协议需要众议院民主党议员的支持，如果众议院少数党领袖南希‧佩洛西(Nancy Pelosi)不点头，舒默将不会签署最后协议。

佩洛西目前面临其核心小组成员的压力，必须得到众议院议长瑞安(Paul Ryan)的保证，不会遗返幼时随父母非法来美的梦想生(Dreamer)。如果移民改革法案和支出法案脱勾，部分支持梦想生的国会议员或会反对这项两年预算协议。

参议院如果达成两年预算协议，并且单独讨论移民问题，虽然会让移民活动人士失望，但对民主党而言，这是一种解脱，以避免影响今年11月的中期选举。

一位熟悉参议院内部预算审议的高级助手说，众议院周二通过的短期支出法案，几乎肯定无法在参议院获得结束冗长辩论所需要的60票。因此，周三(2月7日)在未通过众议院支出法案后，麦康奈尔将修改众议院的支出法案，纳入他和舒默达成的预算协议，包括预算上限。

参议院如果通过修改后的支出法案，必须送回众议院表决，是否能得到众议院的支持仍有变数。众议院自由核心小组成员表示，他们在投票前必须审查细节，例如目前所知的预算上限，是否超过该小组能够支持的极限。

如果众议员要求，议长瑞安可以调整参议院通过的支出法案，并再送回参议院表决，届时如果赶不上2月8日的期限，联邦政府可能再度关门。
