被路人拍照趴车到残疾人车位会收到罚单吗

早上去邮局的时候，没有任何车位了，而且通路非常窄，根本没办法双闪停中间，
所以在残疾人位子上停了大概20秒。因为我只是把包裹放下来就走了，但是当我出来的时候
被一个路人（美国大叔）照了我车牌的照片，说要把它上传到handicapped parking网站上去，说我会被惩罚的。
我当时好害怕，立马跟他说我错了，能不能原谅我这一次，我就只停了20秒，但是他很凶，说我这是违法，
自己去查网站吧，他已经发布了。

我回来查了下网站和咨询了下朋友，并没有发现他说的那种很官方的通报网站。由于当时并没有警察，唯一可能
性是不是那个类似网站会给DMV或者警察看，然后他们给我寄法庭传单？有类似的人有过此种经历吗？

但这个事确实不好。做过一次，没罚到，还有可能再做。

也就是说在某些合作州或市，就会被开罚单。但是我记得没错的话，这类举报控方并非在场，是属于hearsay，作为证据的话会有些弱，可以辩掉的

我公寓楼下残疾人车位一直被一个完全健全的同学包了。（反光镜挂的那种），我深度怀疑有相关造假的渠道。
