H1B涨价来袭 探访芝城留学生的“血与泪”

2016年春季学期开学伊始，有关今年H1B申请费涨价的新闻就传遍了全美各地。这个称得上是“噩耗”的消息，不仅令广大尚未毕业的中国留学生们对留美的前途倍感担忧，更令那些去年未中签的同学们“旧伤未平，又添新恨”。为了解广大芝加哥的中国留学生对此次H1B涨价的真实反应，侨报记者于近日探访了位于芝加哥西北郊的“知识系统学院”(Knowledge Systems Institute)。
　　 通过网络检索信息显示，知识系统学院号称伊利诺伊州乃至美国中西部地区最大的“F1身份挂靠学校”。但与近年来屡遭美国移民局调查的东西两岸挂靠学校不同的是，这所仅提供计算机有关学科研究生课程的学校，不仅在“中国教育部官方认证学校”中榜上有名，其学费价格也远超普通F1挂靠学校。
　　 根据记者调查，该校目前有学生近两百人，绝大部分学生都拥有美国正规高校的本科甚至研究生学历。而这些学生来到这所学校，几乎都为了同一个目的——维持F1身份，以便参加新一年度的H1B抽签。

　　 去年夏天入学的小郑对记者说，这所学校留学生中印度人与中国人的比例几乎达到了对半的程度。学校的大部分课程都在周末时间开设，因为这样能够方便平时可以“半工半读”的学生。回忆起去年没有抽中H1B的经历时，郑同学的脸上写满了辛酸。原来，在得知自己没有中签后，他所在的公司就就解除了聘用关系。因为不想放弃自己留美的梦想，他只能无奈的选择的继续做“留学生”。目前还在寻找工作的郑同学，已经不敢憧憬参加今年的H1B抽签了，因为在他看来，H1B的涨价意味着像他这样的外国人更难找到愿意提供资助申请的工作机会了。
　　 来自新加坡的华裔留学生佩蒂是这所学校中为数不多的非印度丶中国籍学生。和中国留学生一样，她也怀揣着一颗充满美国梦的心。居住在明州的佩蒂，为了保证上课出勤率每个周末都要搭凌晨的飞机到芝加哥。因为课业耽误工作，不久前她刚被公司部门免职。不过幸运的是，认可她工作能力的老板愿意提供另一个部门的职位。今年将会是她第一次参加H1B抽签，因为公司规模较大，她的申请费用肯定属于“被涨价”的范围。佩蒂说，“已经付出了太多，也就不在乎涨价的这点费用了。”
　　 通过与这所学校中国留学生的沟通，不难发现其实每一位同学都有着与H1B抽签有关的苦恼，许多人甚至都有着一段不堪回首的往事。有人可以坦然面对即将到来的涨价，也有人无奈的选择默默承担或是放弃。
　　探访尾声时，来自东北的小张告诉记者，这是他最后一天来上课了。过去两年都没有抽中H1B的小张本想今年最后再试一次，但突如其来的涨价消息令他终于下定决心离开这块承载着太多“血泪”的土地。而今天，他就是来和自己的朋友们告别的……
