特朗普重申“4大原则”为税改预热

9月26日，特朗普政府宣布综合税改计划的前一天，特朗普在白宫会见众议院筹款委员会（Ways and Means Committee）的两党代表。特朗普发表税改主题的演讲，重申税改4大关键原则，为第二天税改计划的宣布做预热。



特朗普在演讲中感谢了众议院筹款委员会主席凯文.布雷迪（Kevin Brady）以及重要成员理查德.尼尔（Richard Neal）。特朗普表示，自己已经要求两党的议员共同讨论减税和税改的框架；此外，他透露，即将颁布的税收计划非常全面丶强大。

接着，特朗普重申了此次税改的4大关键原则。首先，税法将变得简单公正。现行的美国税法太过复杂，让人们难以承受。美国纳税人每年要花费60亿个小时只为“遵守税法”。税改计划将令绝大多数美国人能够在一页纸的报税单上进行返税申报，不需要额外的记录保存和文书工作。

其次，新的计划将大大减少中产阶级的税收——而且减税幅度很大。大多数家庭缴纳税款的标准扣除额将增加将近一倍，而且增加了儿童税收抵免，这是家庭真正想要的。特朗普表示对此“已经谈了很久”。

第三，新税改计划将降低为美国人创造更多就业机会丶更高工资的企业的税率。美国的公司税和所有发达国家相比都是最高的，而现在想成为最低公司税的国家之一。这样大量就业会从世界各地涌入美国；曾经许多工作机会离开美国，现在它们也会回来。现在美国税收结构没有竞争力，改革后竞争力将大大提升。

最后，新税改将带回在海外停留的数万亿美元财富。政府希望这些钱能够在美国投资。这些财富可能有近3万亿美元，也可能远远不止；没人知道具体数字。随着政府在税改中所做的事情和所给予的奖励，这些财富将会回流。

特朗普表示，希望与国会两党议员共同合作，通过改革丶大力减税，实现美国迫切需要的蓬勃发展，达到繁荣昌盛。税改将给人民带来数以百万计的新工作，带回大量的企业。美国将再次成为拥有强大竞争力的国家。
