I am not a lawyer and the info I got from the internet is controversial. Taking a photo is different from publishing it. This article may help:

I remember when I was still in elementary school, the school had to get the parent's consent to take pictures of us if it were to be published. But like the above article said, there aren't really any laws prohibit people from taking pictures of others in public, so it's kind of hard to judge. Some people mind, some don't.
